Building In Converse
Why Converse Is Building
Converse is preparing to triple in size through a landmark agreement with San Antonio, and its I-10 and Loop 1604 corridors are targeted for commercial growth. GRAMS is ready to build there.
Converse has grown from about 27,500 residents in 2020 to more than 32,000 in 2025, and a 17-year inter-local agreement approved by San Antonio City Council could bring more than 40,000 residents of unincorporated Bexar County into its limits, potentially making it the county's second-largest city. Newly annexed corridors along I-10 East near Loop 1604 are targeted for commercial development.
The city's economic development strategy centers on retail, dining, entertainment, and services for nearly 10,000 households, with projects like the ADS Sports Complex and a planned Arts and Entertainment District in the pipeline. Converse was also among the first cities in the region to adopt the 2024 International Codes.
GRAMS is a short drive from Converse, and we build the mix the city is planning for: retail shells and pad sites, restaurant and office finish-outs, pre-engineered buildings for service and contractor businesses, and the concrete and paving that supports all of it.

How We Work In Converse
Every market has its own permitting path, its own logistics, and its own pace. We plan for Converse's before the first estimate goes out.
Permitting & Codes
Converse's Building department, part of Community Development at 406 S. Seguin, enforces the 2024 International Codes and the 2023 NEC, with dedicated commercial submittal packets and online contractor registration. Building to the 2024 editions changes energy, accessibility, and structural details, and we design and price to the current code from the start.
Site Logistics
Commercial sites along I-10 East, FM 78, and FM 1516 are surrounded by fast-moving residential growth. Our logistics plans define haul routes that avoid neighborhoods, set delivery windows around school traffic, and keep laydown and crane operations inside the site boundary.
Market Awareness
We follow the Converse–San Antonio development agreement, the I-10 East corridor plans, and the city's featured projects because they define where utilities, roads, and demand are heading. Converse's location near JBSA-Randolph also brings compatible-use considerations to preconstruction.
FAQ
Converse Questions, Answered
Which building code does Converse use?
The City of Converse enforces the 2024 International Codes, including the IBC, IPC, IMC, IFGC, IPMC, and IFC, along with the 2023 NEC. GRAMS designs, prices, and builds to the adopted editions.
Does GRAMS build retail and restaurant space in Converse?
Yes. Shell buildings, pad sites, and interior finish-outs for retail, restaurant, and service businesses are a regular part of our work in northeast Bexar County.
Can you handle projects in areas newly annexed by Converse?
Yes. We confirm the governing jurisdiction, utility providers, and any development-agreement requirements for each parcel during preconstruction so permitting proceeds without surprises.
