Why Cibolo Is Building

Cibolo grew from a small farming town to nearly 40,000 residents in a generation, and its next chapter is industrial. GRAMS builds the manufacturing, warehouse, retail, and office space that growth requires.

Cibolo counted just over 3,000 residents in 2000. Today it is home to more than 39,000, sitting on both the I-35 and I-10 corridors with FM 1103 and FM 78 tying it to Schertz, Universal City, and JBSA-Randolph. The city's growth curve is one of the steepest in the region, and its employment base is catching up fast.

Aisin's AW Texas transmission plant, a $400 million facility on 159 acres supplying Toyota, has already expanded by nearly 300,000 square feet, and H-E-B opened a 55,000-square-foot e-commerce fulfillment center in 2023. In July 2025, City Council approved rezoning for a new light-industrial business park along I-10, and the Cibolo Crossing mixed-use development and Buffalo Heights retail center are adding restaurants and services along the main corridors.

Permitting & Codes

Cibolo's Building Permits and Inspections department at 201 West Loop 539 runs applications, plan tracking, and inspection requests through the MGO Connect portal, and contractors register with the city before permits are issued. We handle registration, submittals, and inspection scheduling as part of every GRAMS general contract.

Site Logistics

Sites along I-10 and FM 1103 often sit next to active residential growth, so our logistics plans address haul routes, dust and noise control, and delivery windows that respect neighbors and school traffic. Laydown and crane positions are drawn before mobilization and shared with every trade.
